is it possible to raise the computing time in order to get a better solution?

p.s.: is it possible to import a distance matrix so that arclogistics calculates with it?

No, ArcLogistics VRP solver will give the best answer based on the constraints you set.  If you're not happy with route results, you should explore altering these constraints.

Also, I don't think ArcLogistics can import an OD matrix to use.  Maybe if you wrote a plugin it would be possible but this is a task better suited for Network Analyst extension.
