Distributed Collaboration problems between ArcGIS Online and Enterprise Portals using the ArcGIS Water Network solution

Hello hello,

We have built numerous ArcGIS Water Distribution Data Management solutions. The Water Distribution solution has otherwise worked well, but we have struggled for several months with the Distributed Collaboration feature. We want to share water and sewer network data between the water distribution organization and the city. The water company has ArcGIS Online and the city has ArcGIS Enterprise 10.91 Portal. Does anyone have any tips on what could be the cause of Collaboration not working? It would also be great if you would like to help us understand what things and data can cause Collaboration to not work?

Below are some considerations that we have solved together with the support team of Esri Inc.

Distributed Collaboration:

  • A distributed collaboration was established between ArcGIS Online and Enterprise after an upgrade to Enterprise version 10.91 at the end of October 2023.
  • Collaboration was set up from ArcGIS Online to Enterprise and data sharing as copies.

Issues and testing:

  • Sharing of SewerSystem and WaterDistributionSystem had been facing issues throughout this process, especially WaterDistributionSystem.
  • The messages from Enterprises Portal admin have been uninformative as messages will say “completed” but then sharing is unsuccessful.
  • Sharing a simple feature layer created by client has been successful. Also sharing a feature layer “Wells of the distribution water network”, which structure is a copy of Manhole-layer from SewerSystem was first unsuccessful but after removing M-values, sharing was successful.
  • Sewer System:
    • Exporting/sharing file geodatabase of SewerSystem was successful.
    • Created and shared replica package of the Sewer System was successful.
    • Creted a feature layer view including only individual components like the main sewer line and inspection wells was unsuccessful. 
    • Created and shared a feature layer view with Vault and Grease separator -layer was successful.
    • Shared schema and Sewer System backup was successful.
    • Sewer System was shared and overwritten from ArcGIS Pro to ArcGIS Online by using the back up file geodatabase but sharing this to Enterprise was unsuccessful. Also Sewer System was shared merely as a web layer from ArcGIS Pro and shared to Enterprise, which was also unsuccessful.
    • Empty layer tests: Shared empty SewerSystem layers with and without symbology from ArcGIS Pro failed. However sharing of empty SewerSystem from our organizations demo environment from AGOL to Enterprise was successful.
    • Changing AGOL language from Finnish to English did not resolve collaboration issues either.

  • WaterDistribution System:
    • Creating views without certain layers, e.g. Backflow was successful.
    • Attempts to create and share a replica of the WaterDistribution System was unsuccessful.
    • Other comments: This layers settings in ArcGIS Online is different compared to Sewer Systems feature layer. In Water Distribution system the “enable synchronization” is checked but its grayed out, which is not the case in Sewer System settings.

  • StormWater Solution:
    • For testing purposes, a stormwater solution was deployed and shared to Enterprise successfully. This was also tested in our organizations own demo environment where a translated stormwater solution was successfully shared.

  • Other:
    • A meeting with Esri's support was held, which included creating a new workspace and collaboration. We shared template data provided by Support and this was successful. Sharing of Sewer System and the beforementioned “Wells of the distribution water network” (with M values) was unsuccessful.
