How do you add Chains and Rods to the Measure Widget and/or to the eDraw Widget/

I found a reference to "Chain_Sears 9042" but no luck in adding this value. I do not use a Web Mercator projection.

   That is not a JS API supported units constant so you can not use it. You will need to add an Idea to add this to the API.
