arcgis explorer can't zoom in further than 80m.

Im in Wellington, New Zealand using ArcGIS Explorer 1200 in 3D. With my data in the map or without, I can't zoom in close than about 88m above seas level. I want to be able to get closer to street level. I have tried other major cities around the world. New York, London, Los Angeles, Melbourne seem OK in other words you can zoom rightin. In Auckland you can't zoom close than about 40m abiove sea level. In Perth you can get to 27m, Sydney only about 69m. Im guessing this is issue with the geoid used in ArcGIS Explorer, and the way it is set up. Is there a way around this problem? Have other people been experiencing it?

One solution I thought of was to add 88m to all my data. We did this with the DTM, and added it to the map, and now can get to street level. However we will have to do the same with our 3D buildings, and other data. It looks messy, and is time consuming, and is a bad work around. Any suggestions?

This is down to the elevation layer within whichever Basemap you have selected. You'll find if you clear the Basemap (on the ribbon click Basemap > Clear Basemap) you can zoom in beyond that. You'll then need your own DEM/DTM (if you want elevation) and you'll need to add some other content to display, either as regular layers or you can create your own Basemap.
