Alright. I surrender.

I've spent the last 45 minutes searching for Parcel editing tools so I can migrate my Parcel file into the LGIM. EVERY SINGLE TOOL I FIND has links that lead me to pages that say, "You do not have sufficient permission to view this resource."

Where are the MXD files that allow you to migrate your Parcel data to LGIM???

All you need to do is create a new Parcel Fabric and make it LGIM enabled.  To get the MXD just drag and drop it into an empty map.
