Auto annotation generation in fabric

Hi, I want to restrict the creation of annotation in the fabric to only occur when I use the annotate parcel courses tool. Right now, using 10.3, I'm finding it automatically creates annotation in my Tax Lines Anno any time ANY parcel type is created. Does anyone know if there's a way to disable
this?

...I'm thinking editing behavior in Tax Lines Anno properties needs the check box unchecked for "Create annotation when new features are added" so perhaps this is not related to a fabric issue.
