Data Manager in Open Data is reporting an error

This REST end point is public and working fine:

http://gis.nevcounty.net/arcgis/rest/services/web_public/Open_Data_Layers_Nevada_County/MapServer/10...

My organizational account on ArcGIS Online has a Feature Service layer added as Public facing:

http://nevcounty.maps.arcgis.com/home/item.html?id=11bd68e8d5b648a3bb1ce983924c640c

The group that the layer is shared with is Public and I have the option checked to make contents available to Open Data:

http://nevcounty.maps.arcgis.com/home/group.html?id=1c73f3d7326847538592195baec60b34

That Open Data Group we have on AGOL is added to the "Groups Manager"

The Open Data "Data Manager" is reporting back that the Service "could not be harvested":

Does anyone have any ideas as to why Open Data says it's getting a "404" on it's GET request when it's obvious that it's working just fine?

Any help you can offer would be greatly appreciated. Thanks.

Solution:

It was a firewall issue on our end. Apparently, the Open Data servers are coming from URLs on Amazon Web Services, not esri.com or arcgis.com, so our firewall treated the behavior as a potential threat.

Once I had our network staff clear that traffic, everything is looking good.
