County Road layer-TX/NM

I am having a hard time finding a road layer that includes all county roads, minor, and major highways. I have used the ARCGIS road layers and they do not provide detail at the county road level and I have downloaded county road layers from each of the counties in Tx but they do not have any type of symbology or label. I really just need a county road layer for Texas/NM, any idea where I can find that?

Have you tried contacting the TX/NM Department of Transportation.  Most states have this already in GIS format.  FHWA is another good source for GIS Data...

Try NRCS's Geospatial Data Gateway USDA:NRCS:Geospatial Data Gateway:Order Data

You can do either way by county or the state. They have 2010 TIGER  roads  If you need the most recently you can go to here TIGER/Line® - Geography - U.S. Census Bureau

Or TNRIS  TNRIS - Texas Natural Resources Information System
