why does arcgis map not allow me to create a legend

when I go to the toolbar and in the insert tab the legend option is not available for me. How do I activate it and insert a legend to my map?

Hi Marisa,

What version of ArcMap are you using? To insert a legend, you have to make sure you are in the Page Layout. There is a button at the bottom of your map that toggles between the Page Layout and your data view or map view.

From here, you can insert a legend.

Omg thank you! I was not in the page layout view I was trying to insert it through the data view this whole time
