arcgis server log message: Unable to process request. null Rest

i have arcgis for server (License level: ArcGIS for Server Advanced) software version: 10.2.0 (build 3370 i am trying to call images from a published map service (the images stored in a local path), the problem is most of the images are working fine and some of them are not visible in when calling them using the API and the log register the following "Unable to process request. null Rest"

any idea about what could be this error?

At 10.2, this error can happen when a user makes a request to a web service that doesn't actually exist.

I've also seen this when editor tracking is misconfigured.

How are you reproducing this issue?

we are editing on a Parcel layer via a web application and sometimes we are facing this error in the Arcgis server log.
