From brief email thread with Nathan Shephard, see also this resources page for details:

TECH AND WEB

1) CE (City Engine) Web Scene is the old/current technology that:

a) exports .3WS files via Export to Web Scene (3D Analyst) geo-processing

b) loads that file via ArcGIS Online (AGOL) My Content  (not as a service)

c) starts a CE plugin in modern web browsers to load the image

d) is a static service that displays the current file as a snapshot

Note that:

i) ArcScene doesn't access base maps as ArcGIS Desktop, Pro and Online

(you must provide, say, your own or publicly available shaded relief or bathymetry backdrops)

ii) CE web scenes load via plugin as standalone files, not AGOL and its possible mash-ups

2) Web Scene (dropped CE) is the current/newer technology that:

a) uses extrusions or multi-ptaches from ArcScene (as above) or ArcGIS Pro 1.1+

b) export  geo-processing task  from ArcGIS Desktop or Pro (as above)

Therefore it:

i) posts to files or services in ArcGIS Online or Portal

ii) posts them directly in modern browsers sans plug-in

iii)  accesses base maps and mash-up other apps & sevices

3D OBJECTS

1) CE Web Scene takes ArcScene extrusions and multipatches as-is

2) for Web Scene:

a) extrusions must be converted to multi-patches first via Layer 3D To Feature Class

b) and those can only be loaded in ArcGIS Pro 1.1+ via Share to Portal 1.1+

c) future 'Scene Layer Package' will post '3D Object Scene' as a service to AGOL

EXAMPLE

CE Web Scene of Gulf of Mexico wells posted as hexagon bins to look like Giants Causeway.

Web Scene of same, but the hexagon tiles are not extruded as discussed above (stay tuned).

See also Chris Jepps's Exprodat blog on same. Will cross-posted on my blog after corrections here, if any.

Helpful, but the scene examples are log in only. Thanks for sharing this though.
