When zooming out, can point features get smaller?

Not sure if this is even possible but I was wondering if a point ArcGISDynamicMapServiceLayer or a FeatureLayer can be reduced in size as the user zooms out? I have many points of a layer that look great when zoomed in at a more local level but clutter and cover the map when zoomed out at the national level since they maintain their size.

It is usually not advisable to show point data at high scales. I would suggest that you hide the layer using min and max zoom level settings.

Another thing you could do is to show clustered point as shown in this example.
