Interesting. Are you following the workflow listed in the "Add data to a project" Help Topic? https://pro.arcgis.com/en/pro-app/get-started/add-data-to-your-project.htm
have you added a new map? You can't add data until you have a map to put it in.
Also, try adding the data from the Project view right-click. Does that work?
