Hi, i would like to inform me ..Can i use ArcGis for measuring the power of an antenna ?? (I have put the map i need in qgis and i wanna measure the power in 3 points-antennas )

No.  It is a gis software package... unless there is a whole bunch of pertinent information missing from your question, I would guess that you have been misinformed

Out of the box, no. But out business partner Cellular Expert has tools for RF propagation engineering.
