Anyone experienced with using effect size (e.g., Cohen's d) to compare two rasters? I have two viewsheds of different size, representing different project alternatives. I would like to evaluate the difference between the mean visual quality of these two viewsheds. I have an understanding of how to do the calculations, but am not familiar with its use in spatial statistics. I have not been able to find any examples of it use.

How is visual quality defined?

This Effect size - Wikipedia shows that you need 2 means and a pooled variance estimate.

I am not sure where the rasters come in since most tests in the spatial analyst toolset are for spatial statistics... ie the analysis of the spatial component of data... your requests seems to be more related for a test between the attributes and less so about the spatial pattern.
