'Portal: Layer "layername" cannot be added to the map'

Everything so far in the portal is shared to everyone.  One of my users is logging in and able to see the featured content and search for the items/layers however when he adds the item an error says 'Layer cannot be added to the map' .

Any thoughts on source of potential issues?

If you run Fiddler or the browsers developer tools, can you see which request is failing and what's the response for that request?
