Then Rickey's suggestion on Local Government Scenes seems like the best course of action.  The workflow uses Pro and is very well tested.   Here's an example of work I have done with Local Government Scenes:

I have used the examples above to build a 3d city for my city. The only part that holds me back from publishing is getting the data from pro to AGOL.

Hi Rickey,

You should be able to publish it with Create Scene Layer Package for converting the multipatch to a spk and then Share Package tools in Pro 1.3 for publishing it.   You will need credits with your ArcGIS Online account.

Hi Rickey,

Did you think about MicroStation? This software has an extension which creates 3d model of city very quickly.

We have an Advanced Enterprise license. Is Arc Scene available to us? If not anyone know the cost?
