The Time Selector doesn't work on the EventsSiteMap Solution

On my EventsSiteMap, built from the ESRI Solution, the Smart Editor points to the right feature class, the map allows edits, but when you select a DATE field? It only allows you to select the date, not the time. It used to allow time...

This is what I see now...

I'm confused. This map is on our INTERNAL ONLY server, in case that impacts it somehow?
