Anyone here who can help me if there's an Esri analysis counterpart of Polinode? What I want to happen is that I need to resettle poor families in a new location but with urban planning I want to resettle them according to preferences. Like we ask each family their 10 preferred families they want to live next with and so on. From there I want to create a graphic network and able to make decisions on how to resettle them properly that will also resolve conflicts between families. They will be comfortable living next to somewhat preferred families.
Is that actually possible with ArcGIS Network Analyst?
