How to implement a Model Call LADM in a file GDB whit a Interlis file (.ili)

I´ve been working in a model call LADM, but this model is only available in interlis fille (.ili), I looked for information on internet and I just could find this metodology whit QGIS

I would like to implement the same metodology whit Arcgis, but I've been having some problems whit postgis
