I want to change the default folders for ArcMap. I searched the ArcGIS help page and found this link:

http://desktop.arcgis.com/en/arcmap/latest/extensions/business-analyst/options-file-folder-options.h...

See the screenshot below. I can't find this tab anywhere in ArcMap 10.5?

You won't... that screen requires the Business Analyst extension.

Your only real options are Customize, ArcMap Options .... and

File, Map Document Properties...

Nothing that offers the fine-grained control that you want.  You will need to use ArcGIS Pro for that

Except... the Advanced ArcMap Settings utility (Help | ArcGIS Desktop

Not even close to what the OP wants....

You can do some cogo stuff, but nothing on the desired list... except for changing temp and templates etc... here is a list of options... the registry setting pdf there is a replica

The OP is very unclear as to what they are looking for, what does "default folders" mean?

Another interpretation to answer the question: If you set the geoprocessing environment current and scratch workspaces in ArcCatalog and exit, this will become the default for new ArcMap documents.

True... but they have a Business Analyst dialog showing on their original post.  Perhaps they want that capability in vanilla ArcMap
