create app from template disappeared

hi all,

i used to have 2 options for creating a web mapping application
1- from a template

2- using web app builder

now i have only one which is the WAB, and even from inside the map i can't share it as a web app by choosing a template as i used to, what could possible went wrong ?

ps: i'm using a developer account.
