ESRI Basemaps with no Street Labels

My client does not like any of street labeling that comes with the ESRI Online Basemaps. We want to have our street labels as a feature service over the top of an ESRI basemap. Does anyone know of a ESRI basemap that does NOT
have street labels? Even the Light Grey Canvas ESRI basemap has large labels that are large when you zoom in that conflict with my labels.. 

Creating my own vector basemap (the new ArcGIS pro type) will not work because they are using them in a 3rd
party application that will not take vector basemaps.
