Cartogram Toolbox Issue

Good Day GeoNet Community,

The Cartogram Geoprocessing Toolbox posted by ESRI (see link below) is having issues running from Desktop 10.4 on an Windows 7 machine.  Followed the supplied instructions and was able to run with the supplied dataset.  However, when a new ArcMap session is started and a new polygon feature is entered, a "invalid toolset" message is prompted.

Has anyone else experience this issue and have found a solution?  Thank you in advance for your time and appreciate your suggestions.
