Visibility tool offset

I have a question re the Visibility tool.  

I'm trying to solve the best location to build a mobile tower. I have a set of points that represent the known 'blind' areas in regard to mobile reception.

I'm using the visibility tool, with parameter set to 'Frequency' to identify which cells on the surrounding surface will give coverage to the highest number of my blind points (which are my observer points - see red points in attached image). It's sort a 'reverse engineering' approach to solving for visibility.

However, what I'm confused about is which offset to use. I have assumed no offset for my blind area observer points. I am assuming the mobile tower height will be 8 m. To represent the latter, would I be wrong to set my surface to 8 m? I.E. as the visibility of every cell is analysed, 8 m is added to it to represent tower height. And would this give a different result to using an 8 m offset for my observer points instead?
