Generating DEM from SRTM data

How do I generate DEM from SRTM data (contour lines) in ArcGIS 9.3?

You can convert contour lines to a raster using the Topo to Raster tool.

Once raster is created using Topo to Raster tool, what steps are to be followed to see it in 3D (to see surface undulations/actual looking topography).

Add the raster to ArcScene set the Base Heights from the Layer Properties to use the raster.  If there is not a big change in the elevation, you may need to set the vertical exaggeration of scene properties.
