Popup Click Tolerance

I am using the ArcGIS Viewer for Flex 2.4 for an application that requires the addition of zoom scales down to 1:282.  While popups work fine at small scales, as you zoom in further it becomes difficult to trigger the popup, and the actual point that you need to click moves several pixels to the south.

Is there a way to adjust the click point or increase the tolerance, and if so, where would I make this change?

After a few technical support sessions, no real solution was determined, but a work-around approach is to adjust the X and/or Y offset in ArcMap to compensate.  It kind of works.

You'd mentioned a work-around from ArcMap in term of X/Y offset.   Would you be kindly to elaborate this a bit more, because I do have the same issue as you do.   Thank you,
