Puerto Rico Census Tracts?

Hello!  Looking for some advice for the Puerto Rico  Census Tracts. I've downloaded the US Census ACS 2010 5yr estimate which has 945 unique census tracts.  The Census guidance more or less states that very little if any changes have occurred for the ACS2010 and 2010 Decennial census tract boundaries and if they did the metadata would emphasize this. I did not find any evidence of changes.  However, when I look at the 2010 Decennial TIGER Line shapefiles there are only 904 census tracts.  I also checked the ESRI Data that ships with ArcGIS 10 and noted only 823 unique census tracts for Puerto Rico.

Any suggestions for resolving this?
