Animated Picture Marker Symbol

I would like to create a picture marker symbol that is animated - i.e. it sparkles or flashes or something similar to draw attention to it. Has anyone done this? What is the best approach? Thanks in advance for any tips!

Currently, animation is not supported in the picture marker symbol.
