ArcReader 10.2 Labeling Problem

I'm having a problem displaying labels in an ArcReader 10.2 file.  The labels show up in the original ArcMap session.  If I publish a map from an ArcMap session the labels appear in the resulting ArcReader pmf file, however if I create a data package in ArcMap based on the published ArcReader file, the resulting .pmf will not display all of the labels.  What could cause this problem and how can it be fixed?  The final .pmf that was created when I created the data package does contain labels for most of the included layers, but not all.

I am having a similar problem as of today.   We had a .pmf that had not been changed or republished in months.   All of the sudden, No address house label show up.   They are fine in the .mxf, but will not draw in ArcReader using the .pmf.   I have republished three times yrying different label settings, then removing the layer altogether and copying over the address layer from another map  with new labels.   These address labels are critical to map review, where did they go when no one has updated either the .mxd or the .pmf until AFTER the labels stopped appearing.  Sounds like we have the same issue.

I am having a similar problem in ArcReader 10.3.1.  In my case the same PMF file with the same data package will sometimes show labels and sometimes not in ArcReader.

According to ESRI, they say it’s a network user profile problem and if you recreate you user profile, it will probably work. We had the label issue show up on two machines out of about 50/75. The same .pmf file from the same .mxd file, the labels would be there for house numbers on all except two machines. These two machines could not be more different. One was about seven years old, the other brand new.

The network profile solution was not really a solution for me.

We did find a work-a-round for us… I copied the .mxd to a new map. Deleted a couple of layers ( don’t think this was necessary), and republished the file as a entirely different name. The labels showed up on both machines. Not that I want two extra large files sitting out there, but it was an easier/quicker solution for us.

I had this same labeling issue today on only one computer out of 75+ users.  User was using .pmf that is used everyday and the last time it was updated was 3 months ago.  Labels for parcels and streets would not show up.  Based on Ann Howland experience above, I thought I would just copy the .pmf and rename it instead of republishing the pmf.  I left it in the same location on our network drive.  The only thing different about the .pmf was the name.  The test worked.  All the labels showed up and works as it should.  I have no idea why?
