tooltip on mouseover map location name

Hi
I have Karnataka place map. I want to get place name when I click on particular place(Flex program).
It is same like on I click on particular place. one tool-tip come and show information about that place.

I am using esri lib and Flex(I want location name in flex)

Please help me
