ArcGIS Enterprise Cloud Builder 11.1 Microsoft Azure

I receive the following error when trying to deploy ArcGIS Enterprise Cloud Builder 11.1 in my Microsoft Azure account. 

The error code in Azure is ResourceDeploymentFailure

After reading through the posts on Esri Community, I have tried the following troubleshooting already:

• Instead of uploading the SSL Certificate from file, create a new Key Vault in the deployment and saved to the same resource group.
• Created Storage Account and Log Analytics Workspace in the deployment and prior to the deployment (both in the same resource group).
• Prior to deployment, I exported the Deployment Summary and the zipped Artifacts.

Error details in Cloud Builder:

at ESRI.ArcGIS.Azure.IaaS.Jobs.DeploySiteWithAutomationAGJob.<StartJobAsync>d__14.MoveNext()

From my experience, just re-running the workflow again (maybe use a new resource group) usually is worth doing. 

Specifically, the PFX file you've created: is this for a new Domain Name and has this been setup within your Azure DNS zone or is it some internal domain name?
