Http Error 502 "unable to handle this request" when accessing rest services outside network

We are trying to stand up a single ArcGIS Server 10.9.1 to move some older map services that vendors still require the ArcMap runtime environment.  We have followed all the directions and done everything ESRI support says but when the rest services end point directory url is accessed from outside our network this error displays "This page isn't working.  cjaxgisutil.jacksonvillenc.gov is currently unable to handle this request. HTTP ERROR 502".  The ESRI tech support declared it was our fault, our issue and won't help us.  We have no idea what is wrong.  Has anyone run into this or can point us toward an article or something?  Screenshot of error attached.

The rest services urls is:  https://cjaxgisutil.jacksonvillenc.gov/arcgis/rest/services

From what I can see the web site address https://cjaxgisutil.jacksonvillenc.gov/ isn't accessible from the internet. I can get to https://jacksonvillenc.gov/ though. So without ArcGIS Server in the mix this URL doesn't work. As far as the 502 error, I'm not seeing that at all. That may be an error message coming from your web server because you are internal to your network.

My suggestion is to make sure the web site is accessible over the internet before configuring a web adaptor with it.

The 502 error could relate to you being on the network, internal DNS, firewalls or a myriad of things, but it appears to be working fine for someone off network.
