newbie looking for advice on using map on mobile

I am new in this field. I want to develop application in which map will be shown in my desktop application. Then I want to transfer specific area from map to mobile device (having windows).
Now that area will be shown from my mobile application on device. User will update some data on map and will send it to desktop application. Now in this whole system what should I use:
1. ARCGIS windows API  or ARCGIS SDK for mobile development.
2. What should I use for desktop application? The map is going to be shape files.
Please guide me on this..

I realize this is probably a bit late to be answering, but if you have ArcGIS server, I'd go with the mobile SDK - as it allow you to program against both Win32 and various mobile devices, and you can sync the data between various clients by connecting to a single map service you publish your shape files through.
