In arc gis 931, there was a tool called "Create Mobile Basemap" in the Mobile Tools toolbox. In arc gis 10, there is a tool called "Create Mobile Map" in the Mobile Tools Toolbox. I don't believe that these tools do the same thing. The descriptions are different. In 931, "Create Mobile Basemap" the description is "create vector basemap data optimized and ready for use with arc gis mobile applications". In arc gis 10, the "Create Mobile Map" description is "create a ready to go mobile project package for use with arc gis mobile appications". The two tools produce different folders and files also.

The "Create Mobile Map" in ArcGIS 10 is essentially 10's version of what 931 did. It does produce different files, but it is also intended to be used by a different Runtime (v10).
