Creating TIGER-like files for non-US cities

Hello everyone,

Perhaps this question has a simple answer but I have not been able to figure it out. I recently relocated from the US to a country where you cannot use Google Map (or any other website for that matter) to find driving directions or even locate where a particular address is located. Its a big city with almost 9 million people but does not have the square grid street system (though it does use the block system for assigning address). I have been thinking of building one myself (a small neighbourhood area to begin with as a proof of concept).

How do I start and is there an extension of ArcGIS that I need to use? Are there non-ArcGIS softwares (if possible, opensource) that can help me achieve my goal? Any documentation of similar attempts would also be greatly appreciated.

I wrote to the TIGER contact email (in the metadata) and I was directed to this particular FAQ:
