Adding a field to already published feature in Enterprise Geodatabase

Hello, I am trying to add a field to a published feature within my organization's server. I am allowed to do a join and relate but I can not add a new field. I created a code to add the two fields but I got an error 000499.

I think with the feature class that is published as a service you have to first stop the service, make the changes you need to the fc then restart your service again.

How would I stop the service?

your best solution is to contact the person who created the service in the first place, and explain what you need to do coordinate the activity. They stop the service at 11am, you perform the changes to the DB schema you need to make, then when you are done they restart the service. I don't recall off the top of my head if they are going to have to republish but I don't think so.
