I would like to use the CIP template and downloaded the Local Government Geodatabase schema. But the coordinate system we use is different with the template which means that the linear unit is meter instead of feet. And the diameter of pipes is mm instead of inches. What is the best way to use the CIP template in linear unit environment with mm pipe diameter? should I change the cost table or the feature attributes?

Holly,
It should pick up the unit of the data and the values are calculated by length, so units really do not matter.  So you just have to fill out the cost per meter for each diameter of main in MM.  Does that make sense?

Thanks Mike. It does make a sense. What I should do is to pick the diameter in inches and change the value of the cost.
