Are they in the same Symbol? 2 quick ways I think you could do this Have the polygon layer with a marker layer with a centroid placement. The text in the point could be static or driven by an attribute connection. Then publish to Online making sure to keep the compatible symbol option unchecked. Quick example https://www.arcgis.com/apps/mapviewer/index.html?webmap=25c5785b63db4b809e43b8597509e365 Or publish the map with 2 layers. One with a centroid layer and another with a polygon footprint layer. Then set the scale ranges to how you would want them defined.

When signed into your account you can click on that layer and save it as a new item. This will just reference the existing layer. The layer linked above does not support being extracted so you cannot use the analysis tools for that. If your account being used supports using analysis and creating content you can use the Overlay tool and generate a layer showing the 2 layers that intersect one another which could output something like this

If you are using Map Viewer instead of Map Viewer Classic you could use blend modes to visually filter the points that fall outside the project. You would use a group layer and place the project boundary layer above the point layer.
